Comment:

 The WLAN LED staying very dimly lit for a small amount of time after
 turning off a unit has been noticed before (#6740), and has been
 consistent for a large number of builds.

 I don't know if "dimly" corresponds to your "25%" lit.   Can you please
 follow the steps for reproducing bug #6740 and see if you were seeing it
 or brighter LED state ?
