 Paint has been noticably affected.

This isn't true. The pulsing is not new in this iteration of the UI; it's
simply been moved from a pulsing icon in the Ring to a pulsing icon in the
center of the screen. I have no doubt that the perf problems we're seeing
can be overcome to minimize or eliminate this issue in a future release.

 > Since the general start-up slowness comes from the activity framework,
the pulsing should go in there. Activities which do not use the activity
 framework would then be unharmed.

I disagree. The launcher is a fundamental part of the core UI; it's in no
way activity dependent. It's actually quite preferable to have all
activities behave the same way on launch, regardless of how they work
 internally. Consistency is important.
