 I'm not sure what you're referring to by "feature".  Do you mean suspend
 and power management in general?  The answer to why we suspend when on
 external power is that not all power sources involve infinite electricity
 coming out of a socket for free -- if we are on a solar panel or otherwise
 expensive source of electricity, we still need to preserve electricity
 even though we're on external power.

 The answer to why we disable USB devices on suspend is, as above, simply
 that our hardware is unable to power them when the CPU is off.  It is
 impossible to change this behavior, so I don't think there's much more for
 us to discuss.  (A valid feature request is "Don't suspend at all when
 certain types of USB devices are plugged in"; that's #4876, and is still
 at the research stage.)
