 Confirming the steps to reduce with Browse 95 on joyride-2273

 The same thing happens when you download a file (e.g. click an attachment
 of #7167 , then click "Try _downloading_ ").  The Download
 started/Download completed non-modal dialog "bar" appears in the wrong
 instance window.
