 Thus, work items:

   - SIWRATE: for firmware >= 5.1, turn adaptive rate setting on when rate
 control is unlocked/auto.  For firmware >= 5.1, turn adaptive rate setting
 off when rate is locked by the user, and use that rate to set TX rate in
 the TXPD of each packet.  For firmware < 5.1, use the DATA_RATE command to
 set the global data rate.

   - SIWRETRY: no work required; the code looks correct already. It sets
 the global retry count for all packets, which is what 'txcontrol' did
 originally.

   - SIWTXPOW: when TX power is unlocked/auto, turn on TPC with the
 firmware spec optimal values.  When TX power is locked, turn off TPC and
 use CMD_802_11_RF_TX_POWER like the driver already does.
