   - If automatic rate adaptation just needs to be turned off, then we can
 certainly do that via the existing rate controls.  If the TX rate is
 unlocked, then rate adaptation should be turned on.  If the TX rate is
 locked, rate adaptation should be turned off and rate control would be
 manually specified like txcontrol used to do and SIWRATE already does.  I
 don't see a case for 'auto' rate control but having rate adapatation
 turned off, since for 'auto' rate control the firmware is free to do
 whatever it wants anyway.  If you want manual control of the rates,
 SIWRATE is the way to get that control.
