Comment:

 Eben, should we scroll only when the frame is hidden? If we do it also
 when it's visible we could do it while the user is trying to click an icon
 which obviously is bad. We might come up with something smarter like
 scrolling only if the frame is up but the mouse is outside the frame, but
 I'm not sure it's necessary and I don't think it completely solve the
 problem. I guess scrolling when hidden sounds like a simple/acceptable
 solution to me.
