 I think that offering the choice of activity scope directly at launch time
 will make it much more discoverable for many.  Having to switch to the
 activity toolbar, locate the sharing section, and switch it from a popup
 is slightly indirect.  I'm still in favor of adding this for 1.0 if it's
 possible. Obviously for 1.0 we won't have "Start with Group."
