 I added Eben, kimquirk, and jg to the bug.  Perhaps one of them can answer
 the question.

 I just split #1543 into pieces (now
 http://wiki.laptop.org/go/Startup_Sequence is authoritative, I think) and
 created bugs for the pieces that currently didn't match the design.  I
 take no responsibility for prioritizing the bugs.
