 I'm not sure exactly what the answer here is, but the design is that
 developers should be able to embed radio buttons which look and behave
 identical to those in the toolbar within any palette (or within the
 activity itself).  Making whatever control should be responsible for this
 match the visual spec for the radiotoolbutton is important. (This goes for
 toggle buttons as well.)
