 Well, all of our icons are SVG.  The intended design for insensitive icons
 is a button gray outlined version of the usual icon (the outline to mean
 absence/inactivity is a theme throughout the UI), which is not something
 we can get with a simple bitmap filter.  We of course need some reasonable
 default when people don't supply insensitive states, but I have them
 prepared for many of our own buttons.

 The hope is to be able to create a button and just pass it icons for the
 various states when initialized, so the button just behaves correctly.
