 I agree in full with the comments above.  However, this particular ticket
 is geared toward resuming the downloads at some later time, not about
 continuing them in the background (in fact, nearly the opposite).
 Regardless of what underlying code we use to implement the downloads, this
 ticket stands (though, as you mention, probably not by FRS).

 I just wanted to clarify the purpose of this ticket.
