 We should use the non-modal alert API (#2822) to provide an alert when a
 download starts, for positive feedback.  This alert should indicate the
 file to be downloaded, and provide the options "OK", "Cancel."  The former
 would simply dismiss the alert, while the latter would provide a way to
 cancel the download directly if you didn't intend on downloading
 something.

 This dialog should be a timed one, such that after a short delay it simply
 disappears, assuming that the download action was desired.
