Comment:

 That "fix" was a band-aid. (maybe justified in the short term, but still a
 band-aid that needs to go) An app should be unable to cause such trouble.

 The camera also suffers from this problem. Pulseaudio won't help there.

 In general, there is a problem with IO devices. It's not an app problem.
 It's not just one type of device, though per-device hacks are somewhat
 reasonable. (per-device hacks do not cover arbitrary USB devices)
