 Focus temporarily leaves and returns to the currently focused control when
 pressing the function keys across the top of the keyboard.  This creates a
 strobe effect when, for instance, pressing the volume-up key a few times.

 This is true in all control contexts I've tested, including toolbar
 buttons, popups, the textview inside Write, etc.  This is true for the
 zoom slider, brightness/volume buttons, and bboard and frame buttons.  It
 is ''not'' true for the generic slider (in the middle), escape, or search
 buttons.

 I assume since it is button dependent (and seemingly control independent)
 that this is a problem at a lower level, but I can't be sure.  I'm not
 sure what component it belongs in.
