Comment:

 Moving this out to FRS because any change feels pretty big right now. If
 we had figured this out earlier I would push for removing the shared
 activity once the initiator left as the short term solution.

 We can think about and implement a little bit longer term solution by
 putting it in FRS. But if nothing else works, we need to eliminate the
 activity with the initiator.
