 Yeah they do. The Activity_bundles page needs to contain a note about
 this. I'll see if I can get at documenting this for Trial-3 but we have a
 lot of higher priority tickets right now. If someone of the translation
 team can help out with this it would be cool.

 They should *not* apply as Fedora *packages*. They should just apply to
 the translations system. It's explained on the wiki:

 This apply to both core and not-core activities.
