 Today if you load a new activity, the default sugar behavior is to allow
 it to 'share with neighborhood'. The expectation with this sharing is that
 they will either get to interactively share or at least get the same set
 of data as the originator.

 But in today's model, many times all you will get is your own local
 instance of the activity starting up. This is very confusing and difficult
 to explain to anyone.

 Recommendation: The default behavior for 'sugarized' activities is that
 they don't share unless the activity has the ability to use tubes.

 Please note: there is another feature that is not going to make FRS that
 should let someone who downloaded a new activity share the bits of the
 activity (with or without data); I will open a different bug for that.
