Comment:

 OK, I think we have a workable 1.0 plan here.  To simplify the distinction
 between these two kinds of bookmarking, we will use one button to create a
 bookmark in the sense we are used to (a session bookmark, shared with
 others in the session.)  This button will be labeled simply "Bookmark" and
 employ the star (emblem-favorite) icon and behave as it already does.

 In 1.1 we will add a secondary option beneath the "Bookmark" button that
 reads "Offline bookmark."  This will emphasize the fact that this is
 another form of the same action which will allow one to view the bookmark
 even when no longer connected.  I'll provide more info on this
 functionality then.

 The action items for now are to label the button "Bookmark" and to use the
 emblem-favorite icon in the system theme (coloring it in XO colors, of
 course).
