Comment(by MitchellNCharity):

 617 q2d01 B4, and long standing.
 Reboundy cursor is easily reproduced.

 Dripping some water on the mouse pad consistently gets you a reboundy
 cursor.

 This once I tried the psychic cursor test. After a brief period of
 wetness (longer periods take time to dry out), I wiped, and got ~2 mm low-
 level psychic-ness. 4-fingers reset it. After a minute, I repeated the
 pattern (4-finger, hover does nothing, water drops, cursor is reboundy,
 wipe, hover moves cursor, 4-finger, back to normal).

 I'm afraid I didn't check for jumpiness (jump on finger-down, rather than
 rebound on dragged finger up) until the third cycle. It was jumpy too,
 but far less than it is after a long soak. Higher psychic-ness this time,
 ~5 mm.
