 IP-to-location is not a bad idea, though there has been much talk of
 satellite-based uplink systems, and in those cases, it certainly won't
 work.  I hope that it will simply be unnecessary, because school servers
 will know the identity of the school they serve, and therefore know their
 location.

 On a technical level, I believe I am asking for something trivial.  I just
 need to make sure that the right person is pestered.

 I am essentially asking for two environment variables, or gconf settings.
 Something like LC_CITY  and LC_LATLON.
