 Given a net connection and somebody willing to buy a database, you can do
 this fairly well. (for example, you could run the database on a server at
 OLPC)

 I think you'd want the "DB11" product. It's $649. The "DB5" product is
 cheaper but it lacks timezone info.

 You get a year of free database subscription from IP2Location if you port
 the interface to a new language. (Forth, Smalltalk, etc.)
