this is because DHCP failed; and in WEP that means one of three things:
(a) your WEP key is wrong, or (b) you're at the margins of your network,
or (c) your DHCP server is down. Normal procedure here is to re-input the
key, or click cancel and click on the AP again in mesh view.

Your AP replied to the initial DISCOVER with an OFFER, but isn't replying
to the DHCP request for that address.
