 The DS should already be syncing on SIGTERM, but that won't prevent the
 last work done in activities being lost.

 Activities should listen to that signal from OHM, request the datastore to
 save their state, and then the datastore should sync.

 Perhaps, after the DS has received the shutdown signal from OHM, it should
 sync after each save request, instead of sync'ing from time to time.
