 I disagree.  Eben has written a very good spec at the link he quoted
 above: http://wiki.laptop.org/go/Browse#Handheld_Mode

 Although I may disagree about some details of the key mapping, the spec is
 certainly precise and complete enough for an direct implementation.  We
 don't need to make new trac items or specifications, we just need to
 implement the design we have.
