Comment:

 Eben, could you provide me with sample .pngs for the two cases?  The
 following languages cover the first deployment countries: English,
 Spanish, French, and Ethiopic.  The first three of these might do for a
 start.  jg/sj know our Ethopian-language contact at Harvard who can
 probably give us a translation.

 There's limited support for overlaying text in the current activation UI
 code, but the character set is (deliberately) rather small: just enough to
 handle the serial number.  It would be better to pre-render beautiful text
 with proper accents and just paste it on screen as a bitmap.
