 There is an interaction with the antitheft system here: assuming that our
 first distributed builds don't have a working antitheft client (have
 activation security only), we will want to be able to prevent an
 enterprising thief from installing an old build on a stolen machine in
 order to disable antitheft.  This seems to indicate that we need some
 restriction on what builds can be installed on a non-dev-key'ed XO.
