New description:

 I am using build 611, but this most likely regressed in an earlier build.

 You have to do a clean install to see this problem. If you backup and
 upgrade the key or other config info (favorite?) seems to be there and I
 had no trouble connecting with a laptop that up upgraded to 611 with
 backup. But the clean install can't connect after putting in the WEP key.

 Actually, it turns out I didn't get a good clean install; on one laptop I
 had been connected to this AP before; it didn't have to ask me for the WEP
 key, it just worked. On the second laptop it doesn't have a star by this
 AP; it DOES ask for a WEP key, but it can't ever connect.
