 So many packages have shifted between ship.1 and the ship.2 draft builds
 that visible new features and bugs have crept in.  The intent of ship.2
 was to fix critical bugs -- the kind that crash the machine, brick it,
 destroy the network around it, or make it impossible to update to a new
 release.  Someone clearly did not believe that, and acted accordingly.
 The result is that on the day it's supposed to ship, it's full of weird
 new bugs, just like update.1.

 I recommend making a ship.2 release that exactly duplicates the ship.1
 binary release.  Then change just the bare minimum set of packages.
