 We need to come up with precise rules about when a laptop becomes a mesh
 portal point, and test that we're actually becoming an MPP where
 appropriate.  I found code in /etc/NetworkManager/dispatcher.d/ which
 seems to indicate that we're *never* becoming a MPP currently (since
 NetworkManagerDispatcher is disabled in our builds).  I believe we do want
 to become an MPP occasionally -- when?
