 I actually changed the 30s timeout to be a 60s timeout, since there are
 many things other than sugar that take more than 30 seconds to be ready
 for user input.

 The solution is not to wait for sugar, but to look to see whether the CPU
 is at work when deciding whether to suspend.  I think I may implement a
 naive version of this over the next day or two, just looking at the
 kernel's measure of how busy the CPU is.
