 Splitted out of #4853.

 In yesterday meeting we discussed adding a method to the sugar shell DBus
 service to deal with this. After considering it more carefully, I'm not
 convinced it's a good idea.

 I think rainbow should deal with activity launching directly, without the
 shell in the middle. Rainbow knows activity permissions and so can decide
 which requests to accept and which to refuse.

 For Update.1 just allowing any process to call CreateActivity should be
 enough. Can you think of any other road blocker?

 Assigning to security for discussion, we can move to sugar if we decide it
 should be handled there.
