 I'm still not completely mollified.  The en_US locale and us keyboard is
 likely incorrect (and US centric).

 http://wiki.laptop.org/go/Manufacturing_Data  now has some semblance of
 locale and keyboard information (at least in MP machines) that will make
 it less likely we lose completely.

 I still think this is a pretty half baked solution...  But shipping
 hundreds of thousands of machines where removing one file will completely
 screw up the keyboard is not something I like....
