Comment:

 The issue here, as diagnosed by coderanger, was that mod_fcgid was
 randomly setting a rlimit of 200k on some instances, causing this error.
 Last week (probably shortly after this update), we moved trac to it's own
 vserver container (currently located on solar.laptop.org), running lighty
 instead of apache (the apache on d.l.o is proxying requests). Since then I
 have not heard of any memory errors, so I am closing out this ticket.
 Please reopen if you see this issue again.
