 Very infrequently (once in tens of thousands of times), a resume from
 suspend caused by an incoming network packet will cause a laptop to reboot
 instead of resuming properly.  This problem has been seen on B3/B4/C1 and
 C2 laptops.  Some machines are more prone to the problem than others.

 Wakeups caused by other sources --- either the RTC timer integral to the
 laptop, buttons, keypad/touchpad, battery power events, etc --- have not
 been seen to cause this problem.

 This problem was once associated with trac ticket 1835 (specifically, it
 was part of 1835b), but is being separated as the problem mechanism is
 probably independent.
