 Given the time pressure, just do this for now:

 utf8,iocharset=utf8

 On the laptop, everything except Wine and DOSEMU will be happy with that.
 (case sensitive) Off the laptop, everything except DOS will see the
 correct names. (wrong 8.3 names)

 Fixing most of the remaining problems requires that the above string be
 localized. Fixing more problems requires kernel changes. Fixing everything
 is not possible; this filesystem is an abomination.
