 There is an another scenerio in which the EC turns the screen back on too
 aggressively - acknowledgements from the PS/2 devices.  The kernel
 "disconnects" those devices late in the shutdown process, in the process
 issuing reset commands to them.  The devices acknowledge the reset
 commands, and the ACKs apparently cause the EC to turn the dcon back on.
