 Linux does *not* instantly shut down when you run 'reboot'.  It stops a
 bunch of init scripts, syncs the fs, shuts down all the devices on the
 system, and *then* reboots.  The panel gets shut off after all devices
 have their shutdown script called.  So, the panel does not turn off
 instantly after you hit Enter; there's a good 15 to 30 seconds between the
 last keypress and when linux attempts to turn off the panel.

 The user has definitely released the key by the time Linux attempts to
 turn off the panel.  There's something else happening on pre-b3, but due
 to the lack of pre-b3s, I've been unable to test it again (*sigh*).
