Comment:

 I have thought about this problem some more, and have concluded that the
 problem cannot be solved effectively in Linux, because

 1) That would require that the Linux shutdown command wait until the user
 releases the key, which might take an arbitrarily long time.

 2) Most user-level software components are not set up to receive key
 release events.
