When the battery level reaches 7% the EC does a forced poweroff to prevent
over discharge of the battery which causes battery damage.
I've verified that when this happens the EC does not de-assert the WLAN
power enable pin for the WLAN rail. Thus the wireless stays up and
running which can be most easily seen by the LEDs still flashing.
The EC needs to turn off ALL voltage rails and go into sleep mode when the
7% critical poweroff occurs.
