I have worked around this problem by sending the "enable interface"
command to the keyboard controller. That makes the keyboard work.
It is reasonable to send that command at keyboard startup, but it is
interesting that you don't have to do it when restarting the system on a
soft power up.
The issue that the power button doesn't always work after a reflash is not
addressed by this workaround, but I suppose that we should track that
problem separately.
