Comment:

 It cannot happen automatically when the drag starts because the frame
 could cover the destination of the drag if it was an in-activity dnd
 operation.

 What should happen and would be a bug if it doesn't work, is that the
 frame would appear if you drag the object to one screen corner. Once the
 frame has slided in, you should be able to drop in the clipboard area.

 Eben, should we let activities to programmatically unhide the frame?
