#2574: activities that initiate a drag to clipboard don't summon the frame

 CTRL+C in an activity summons the frame to show the user that what they
 have just copied has been placed on the clipboard.


 When a user initiates a drag, the frame is not summoned.  Instead, users
 have to click the frame button first.  It would be more convenient if the
 clipboard/frame made itself available.


 Should activity authors have to summon the frame (and if so, how) or
 should this happen automatically?
