Comment:

 In the more recent builds, I'm seeing the reason for this problem.  It
 appears that the left and right frame edges are using the "floating
 palette" positioning (corner at cursor), instead of that for "anchored
 palettes" (attached like a tab).   Any rollover palette for an object in
 the frame/toolbar/tray should use the anchored positioning system.
