 Yeah, the above test message appears ok.
 Apparently there is an issue with the default encoding of the file
 attachments.

 Are attached files saved verbatim as files? Then, the locale setting of
 the server may be non-UTF-8, causing Trac to assume the file it reads is
 legacy 8-bit.
