Comment:

 I'm reacting to the number of security bugs over the years, where & ends
 up getting passed to Linux shells by accident, and then is used to bury
 commands into evil places.

 I *really* want the infrastructure to make this sort of attack not happen,
 without activity developer's intervention.

 Solutions that meet this requirement are fine with me.
