 dpms force off; & sleep seem to be the right default policy.

 when lid is open, the XO will be normally be running unless the user
 explicitly hits the power button momentarily, or (when we have idle going)
 the machine has detected idle and has suspended.

 This reason for a suspend while open being easy is so a kid can leave the
 antennae adjusted for their friend's benefit and suspend the machine
 trivially; back on at the touch of a keyboard or mouse....
