 The rollovers should be a more consistent interface element, regardless of
 the zoom level or activity.  Right now, it seems the rollover palette is
 different for every zoom level. (and not even present in some)

 The actions list within each rollover is the only part that should change
 based on context, since some actions don't make sense in all contexts (For
 instance, you can't invite someone to the activity their already in).

 Ideally, any canvas-icon object should have a palette associated with it.
 This palette, of course, has a list of actions, and that list should be
 mutable.  Everything else about the palette should appear identically no
 matter where the rollover is displayed.  This should make it possible, for
 instance, for an activity to add a particular action to the rollover of an
 XO represented inside their activity, while still retaining the consistent
 visual style for the palette and the buddy info (name, age, etc.).
