To maintain consistent system state, we should warn the user and the
running activities of increasing memory pressure so that they can respond
appropriately.
Also, if actual OOM occurs and system services are killed, we may want to
teach/notify the user that a reboot (hard or "warm") may be required to
return the system to a consistent state.
Alternately, we could stop the OOM killer from killing critical services.
However, this increases the risk/annoyance posed by memory leaks in system
services.
