 I find that widgets are stealing focus in many instances where they
 shouldn't.  In several activities (for instance, Browse), selecting a
 toolbar tab places focus on one of the controls within the newly selected
 toolbar.  No action on a toolbar tab should steal focus.  Additionally, no
 controls other than those which hold focus (such as textfields and option
 menus) should steal focus when clicked.
